They come from the customer, internally, Sub-contractors, everywhere. The challenge is in tracking them, knowing which are real, and then - at the right time - incorporating them into the actual Project. In financial terms, when do they become part of your pipeline, when do they get included in your forecast and thus converted to backlog, and then finally, when do they get included in your budget as contracted values.
